Ratting especially in low sec is a lot more time consuming and inconvenient probably resulting in even less people wanting to bother. Lots of belts seem desolate now to me. Please can we have NPC scanning back?

Thats only part of the picture though. Lots of times people will kill a few 'regular' spawns and then leave. Then a short while later a faction spawn may pop up which would be open for anyone to find on the scanner. I have found quite a few this way just by flying around and scanning while warping through systems.
While it is true that you need to warp to the belt to initially spawn the NPC, once someone does that they continue until the next downtime. All it takes is a few ratters warping around before you have a constant 'flow' open to everyone to pick up on the scanner which was possible in the past.

Then according to these reasonings, why don't you remove player ship scanning also? Shouldn't you have to warp to every single belt to find someone if using the scanner is the 'lazy way'?

Yes, thats what scan probes are for.
I fail to understand why it is so abusable other than some minor issues which could have been easily fixed rather than to scrap it altogether.
